farm, and prejudice action against the Japanese opium monop-
olies at Tsingtao and Dairen and the French opium farm at
Kuang-Chou-Wau;
(5) The Association consider that the measures taken in
Hongkong for the control of morphine, etc., under Articles
10 (c), 11 and 12 of the Opium Convention, are most unsatis-
factory;
(6) They consider His Majesty's Government to be "morally
bound to extend to Hongkong the provisions of Articles 17
and 18 of the Opium Convention by adopting measures to
suppress the opium dens, and to prohibit the use of opium
in places of entertainment and brothels, to reduce the number
of opium-shops, and to restrict and control the retail trade
in opium;

They are of opinion that His Majesty's Government have not carried out the provisions of Article 20 of the Conven-
tion by extending to Hongkong and to British subjects in
China enactments penalising the illegal possession of opium
and kindred druge;
(8) The Association consider that His Majesty's Government
have neglected their obligations under Article 21 in the matter of communicating to the other signatories of the
Opium Convention the texts of laws, etc., and statistical information as regards the trade in opium and kindred drugs;

They desire to be furnished with copies of the documents constituting the arrangement made with the Governments of the United States, France and Japan relative to the institu- tion of Government certificates for consignments of morphia
